LAGUNA BEACH POOL RESURFACING

Pool Resurfacing in Laguna Beach — Coastal Finishes Done Right

Every Laguna Beach pool sits inside the California Coastal Zone, and most of them deal with three things at once: aggressive salt air, intense UV, and the Laguna Beach Design Review Board — the strictest aesthetic-review process in Orange County. North Laguna cottages, Three Arch Bay and Emerald Bay estates, Top of the World hillside lots, Bluebird Canyon, Woods Cove tight lots — each has its own finish considerations and each falls under DRB scrutiny for any visible change.

Werth Builders has been resurfacing Laguna Beach pools since 1994. Premium finishes are the default here — PebbleSheen, PebbleFina, quartz aggregate, and glass bead — because plaster does not hold up against the Laguna salt-and-sun chemistry. We bring real samples to the on-site visit, prepare DRB submittals for visible work, handle CDPs where the project triggers them, and run every job with a full chip-out as the baseline.

  • Free on-site visit with real finish, tile, and pebble samples
  • PebbleTec, PebbleSheen, PebbleFina, quartz, and plaster certified applicators
  • Full chip-out and proper bond-coat prep — no skim-coat shortcuts
  • All City of Laguna Beach permits handled where required
  • Start-up and 30-day chemistry follow-up included on every resurface

POOL FINISH OPTIONS

Pool Resurfacing Finishes in Laguna Beach

The finish is the part of the pool you touch, look at, and pay to replace. Here is what we install every week in Laguna Beach — what it costs, how long it lasts, and what it actually looks like in your light.

White Plaster Replaster

Classic marcite/marble-dust plaster. Lowest up-front cost, smooth feel, 7–12 year life. The right call when you are prepping the pool for sale or stretching another decade out of a basic finish.

Quartz Aggregate (Diamond Brite, Hydrazzo)

Plaster blended with crushed quartz. Subtle sparkle, better stain resistance than plain plaster, 12–15 year life. The most popular mid-range upgrade — solid value per year.

PebbleTec & PebbleSheen

Natural pebble aggregate exposed at the surface. 15–20+ year life, excellent stain and chemistry resistance, and the deep water color most homeowners actually want. PebbleSheen is the smoother-foot version.

PebbleFina & Mini-Pebble

Smaller aggregate, refined texture, smoothest of the pebble family on bare feet. Great for spas, tanning ledges, and pools where comfort matters as much as color.

Glass Bead Finishes

Recycled glass beads create a luminous, mirror-like interior. Smooth feel, excellent chemistry resistance, modern look. Premium price, but pairs beautifully with contemporary architecture and dark waterline tile.

Tile & Coping (Done Together)

If your finish is going, the waterline tile usually is too. We strip dated 6×6 tile and swap in glass mosaic, natural stone, or porcelain — and replace cracked coping the same trip. One mobilization, one cure, one clean result.

SIGNS YOUR LAGUNA BEACH POOL NEEDS RESURFACING

When to Resurface Your Laguna Beach Pool

Most pool finishes start showing real wear between year 7 and year 15. Here is what to watch for in Laguna Beach before the problem turns into a leak.

01

Laguna Beach Design Review Board Submittals

The Laguna Beach DRB reviews aesthetic changes that are visible from public ways — including finish, tile, and coping changes on many pools. The process is more rigorous than any other coastal OC city. We prepare full DRB submittal packages with physical samples, color renderings, and the supporting documentation needed for staff and board review. Approval windows commonly run 6–12 weeks depending on agenda.

02

Aggressive Coastal Salt & UV Load

Laguna sits closer to the ocean than nearly any other OC city and the marine layer carries heavy salt loading inland through the canyons. Standard plaster shows etching, calcium scale, and chalking inside 4–6 years on North Laguna and South Laguna pools. Pebble and glass bead handle the chemistry; plaster does not. We almost exclusively install pebble or glass bead on Laguna jobs.

03

Gated Community Submittals (Three Arch Bay, Emerald Bay, Irvine Cove)

Three Arch Bay, Emerald Bay, and Irvine Cove maintain their own architectural committees with strict material palettes — on top of DRB review where it applies. We have submittal history in each of these communities and prepare packages that align with both the gated-community committee and the city DRB simultaneously.

04

Hillside Access (Top of the World, Mystic Hills, Bluebird Canyon)

Laguna hillside lots routinely sit 10–30 feet above driveway grade with only a narrow side-yard or staircase for material staging. Chip-out and material delivery require small-format handling, sometimes conveyors or crane lifts. We do a free walk-through, price the access into the quote up front, and stage tightly so the rest of the property stays clean.

05

Tight Lots in Woods Cove & the Cottage Districts

Woods Cove, North Laguna cottages, and parts of South Laguna have small lots and shared property lines just a few feet from neighbors. Chip-out staging, dust control, and neighbor courtesy notices all need a plan. We coordinate the schedule, dumpster placement, and parking so a Laguna cottage resurface does not turn into a street fight.

06

Coastal Development Permits Where Applicable

Cosmetic resurfaces in the same shape usually do not trigger a CDP. Structural reshaping, spa retrofits, drainage changes, or work near canyon or bluff edges can. We prepare CDPs in-house when the project actually needs one — not as an upsell or hand-off to a separate consultant.

OUR RESURFACING PROCESS

How a Pool Resurface Actually Works

A resurface that lasts is 80% prep. Here is how we run a resurface from drain to hand-off.

1

On-Site Visit & Real Samples

We come to your Laguna Beach home, look at the existing finish, and bring real-world plaster, quartz, and pebble samples. Color in a brochure is not the same as color in your light over your tile.

2

Drain & Full Chip-Out

We drain the pool legally to the sewer cleanout (no street dumping), then full chip-out of the existing finish to expose sound gunite. A skim-coat over old plaster is what makes finishes fail in three years — we do not do that.

3

Surface Prep & Bond Coat

Acid wash where needed, hollow-spot repairs, and a proper bond coat to lock the new finish to the shell. Tile and coping (if you are replacing them) happen on this same visit.

4

Finish Application

Trowel application by certified crews. Pebble finishes get a controlled acid-wash exposure the morning after to bring the aggregate to the surface evenly — the step most pricing-by-the-square-foot crews skip.

5

Fill, Start-Up & 30-Day Follow-Up

Continuous fill (no stopping), start-up chemistry to manage the cure, and a 30-day follow-up so the finish cures without scale or staining. Pebble cures into its full color over the first 30–60 days — we walk you through what is normal.

POOL RESURFACING FAQs

Common Questions About Pool Resurfacing in Laguna Beach

Typical Laguna Beach resurfacing prices on a standard 14×28 pool:

  • White plaster (full chip-out) — $7,000 to $11,500
  • Quartz aggregate (Diamond Brite, Hydrazzo) — $9,500 to $15,500
  • PebbleTec or PebbleSheen — $12,500 to $20,000
  • PebbleFina / mini-pebble — $13,500 to $21,000
  • Glass bead finish — $17,000 to $27,000+

Add $4,500–$9,500 for waterline tile and $4,000–$8,500 for new coping. Hillside and gated-community lots run at the upper end because of access, DRB submittal work, and material handling.

If any part of the finish, tile, or coping is visible from public ways — usually yes. The Laguna Beach Design Review Board is one of the strictest in California for visible aesthetic changes. We prepare full DRB submittal packages with physical samples, color renderings, and supporting documentation. Approval windows commonly run 6–12 weeks depending on board agenda.

We recommend PebbleSheen, PebbleFina, or glass bead on almost every Laguna Beach pool — not standard plaster. The coastal salt and UV load attacks plaster faster than nearly anywhere else in Orange County. Pebble and glass bead hold the full 15–20+ year design life where plaster shows etching inside 4–6 years.

A cosmetic chip-out and refinish in the same shape and size does not typically require a CDP. Structural reshaping, adding a spillover spa, replumbing, drainage changes, or work near canyon or bluff edges can trigger CDP review. We prepare CDPs in-house when the project actually needs one — and tell you straight when it does not.

On-site construction is 8 to 16 days. Drain and chip-out runs 1–2 days, surface prep and any tile or coping work runs 3–6 days, finish application is one long day, then fill and start chemistry. DRB review (where required) and CDP (where required) run separately ahead of construction — DRB commonly 6–12 weeks, CDP 4–10 weeks depending on the project.

Yes — these are some of our common Laguna jobs. Hillside Laguna pools above driveway grade need staged material handling, often small-format equipment and conveyor staging, and dust control that protects the home and neighbors. We price the access into the quote up front, not as a change order on day three.

Real-world finish life on a Laguna Beach pool with proper start-up chemistry and normal maintenance: standard plaster 4–8 years (shorter than nearly any other OC city because of the salt/UV load), quartz aggregate 10–14, PebbleSheen / PebbleTec 15–20+, PebbleFina 15–20, glass bead 15–20+. Bluff and full-sun pools land at the low end of each range; shaded canyon pools at the high end.

"My husband and I used Werth Builders to create our backyard oasis and they definitely delivered. We absolutely love the way everything turned out and would recommend Peter and his company to anyone! I was very impressed with the fast response I always received when I contacted Peter or anyone working for him. They went above and beyond to make sure that we were happy each step of the way. They even pushed things through at the end to make sure our family that was visiting from out of town was able to enjoy it with us. Again, if you are looking for a contractor you should absolutely give Werth Builders a call."

"I contacted Peter Werth after seeing a patio roof he built for a friend. He was prompt and the consultation was very helpful. There were two challenges that were met in making and installing the new patio roof. The first one was how to build the roof around the chimney of the house and the second one was how to preserve the grapevines planted by my late husband. Both challenges were successfully met and the roof is great. Pete also gave me some advise on how to build up the patio floor to prevent flooding when it rains and could help me with that process in the future. I recommend Werth Builders to anyone needing any of their long list of services provided."

"We recently had our new pool constructed by Peter and his crew. Peter gave us the best price, he was very friendly and courteous. We had good communication with Peter throughout the entire process. His crew is very efficient and professional. The pool is awesome, well constructed and he added 3 spillway features. We are beyond pleased with the finished product and would recommend Werth Builders."

Noe T.

"I met with 5 different contractors and only received bids from 3 of them. One bid was exceptionally low, the other exceptionally high, and Werth Builders bid was right within the ballpark of what we expecting for the project's size. We put in a 600 sq. ft. patio (permitted) with lights and ceiling fans. We also laid down pavers and put drainage and cement on our side yard that used to be covered with weeds. Peter was great to work with. He was down to earth and approachable. We told him our vision and he made it happen. We didn't see any paper plans before they set to work and we were ok with that, but it did lead to a slightly bigger patio that we had originally planned for; still looked great. Peter responded to texts promptly and was able to accommodate our schedule. His crews were polite and showed up around 7am every morning when on site. Overall, solid experience."
