Per California HSC §115922, all new pools require at least 2 of 7 approved drowning-prevention safety features.
Costa Mesa sits on the Coastal Plain Orange County Groundwater Basin — Holocene and older alluvium with sand, gravel, silt, and clay. Most lots are stable for pool construction. Lower-elevation areas closer to the Santa Ana River floodplain and Upper Newport Bay edge have shallower groundwater and higher liquefaction susceptibility. We pull a geotechnical report on every project the City requires and engineer the shell accordingly.
Costa Mesa has lower HOA prevalence than Newport Beach, Irvine, or other master-planned cities. Most Eastside, Westside, Mesa del Mar, College Park, and Halecrest neighborhoods are non-HOA. HOAs cluster mostly in South Coast Metro condos and townhomes, some Mesa Verde sub-tracts, and newer infill. California Civil Code §4745 protects pool-safety features from HOA prohibition.
