The California Coastal Commission, not the City. San Clemente's LIP is still in draft, so until full LCP certification, CDPs in the coastal zone are issued directly by the Coastal Commission. The City processes non-CDP entitlements; coastal hazard projects often dual-track. Pool shells often need caissons, ground anchors (220 were used in the recent Cyprus Shore stabilization), grade-beam walls, and shotcrete retaining systems. Drainage must be controlled and routed AWAY from the bluff or canyon edge.

Ole Hanson founded San Clemente in 1925 as the "Spanish Village by the Sea." Original deeds in the historic core mandated white stucco walls, handmade red clay tile roofs, and wrought iron details. The City still enforces historic preservation in older Pier Bowl, North Beach, and original Ole Hanson blocks — outdoor kitchens, pool houses, and visible equipment enclosures need to match the architectural language.

San Clemente soils require careful engineering. Capistrano Formation siltstones with clay-rich seams drive landslide failures on bluff and canyon-edge lots. Talega and inland foothills have engineered cut/fill pads requiring slope-stability analysis. We pull a geotechnical report on every project and engineer the shell, drainage, and any required shoring accordingly.
