Palos Verdes Estates has dual review — City Building & Safety plus the Palos Verdes Homes Association Art Jury (private quasi-governmental, est. 1923). The Art Jury reviews ALL visible exterior work — pools, hardscape, landscape, fences, walls, equipment screening. Bi-weekly meetings, fees $1,000-$15,000, timelines 6-12+ weeks for moderate projects, 3-9+ months for new construction. We prepare submittal packages designed to clear Art Jury on the first round.
Active Landslide Moratorium (Rancho Palos Verdes)
On August 19, 2025 the RPV City Council adopted an ordinance permanently prohibiting new residential construction in the landslide moratorium area, effective September 18, 2025. Previously-issued unbuilt permits were revoked. Properties may only replace, restore, or repair within existing footprint. Boundaries expanded to add 8 properties in Seaview and Portuguese Bend Beach Club. April 2026 surveys show land moving 54% slower than 2024, but the moratorium remains. We verify every south-coast RPV parcel against the current moratorium map before quoting.
Geotechnical Engineering for Hillside & Bluff Lots
RPV requires geotechnical reports sealed by a CA-licensed Civil or Geotechnical Engineer for new pools on slopes greater than 20%, fill, liquefaction zones, or coastal high-hazard. All RPV pools require approved hydrostatic relief devices. PVE bluff and hillside lots, Rolling Hills multi-acre slope lots, and RHE foothill parcels all require thorough soils investigation, drainage engineering, and (commonly) caisson piers or grade beams.
Coastal Development Permits
Most of the peninsula sits in the California Coastal Zone. PVE projects route through the City. RPV has had delegated CDP authority since 1983, with CCC appellate jurisdiction over designated Appealable Areas. Rolling Hills is inland (no CDP required). RHE is largely inland. Bluff setbacks under the Coastal Act's 50-year stability rule govern oceanfront and clifftop work.

Yes — RHE is equestrian-zoned with the "H" Horse Overlay on many parcels. Pool placement must respect specific setbacks: pool must be at least 10 feet from any horsekeeping area or barn, at least 35 feet from a dwelling. 7-foot bridle-trail easement setbacks may apply. We coordinate pool layout around corral setbacks, paddock drainage, and bridle paths.
